Siang Prayer Festival & Advent Christmas
ITANAGAR, Dec 15: The Upper Siang Christian Forum celebrated Siang Prayer festival along with Advent Christmas with religious fervour at Christian Revival Church Compound, Yingkiong from December 9 to 11.
The 3 days programme began with Siang Prayer festival on the first two day and Advent Christmas (Join Sunday fellowship service) on the last day. The believers took out colourful candle light town caroling in the evening around Yingkiong township followed by cultural function including colourful dances from all the churches of Yingkiong.
Attending the celebration, K.Zirdo, urged the congregation to be the perfect disciple of Christ and to help each other in the hours of need.

Sepak Takraw Coaching Camp concludes
ITANAGAR, Dec 15: The State level Sepak Takraw coaching camp organized by Arunachal Pradesh Sepak Takraw Association at Namsai concluded today.
Earlier, the camp was inaugurated by Finance Minister Chowna Mein and MLA Nang Sati Mein.
Addressing the gathering, Mein advised the organizer to conduct such coaching camp in every district of the state to promote the sport and inculcate the spirits of games and sports among the youth.
Later, both Mein and Nang Sati Mein distributed the prizes and certificates of participation to the winners of various events.
NSUI meeting held
ITANAGAR, Dec 15: National Students’ Union of India (NSUI) state, district and college units jointly conducted its coordination and interaction meeting here today.
Speaking on the occasion, State Unit NSUI briefed about the aim and objectives of NSUI and informed that training programme of NSUI executive members will be held on first week of January next.

ITANAGAR, Dec 15: Reacting to the news item demanding resignation of IMWA/ANYA president over his alleged misuse of power and position which was published in this daily on December 14, All Nyishi Youth Association (ANYA), in a release, clarified that the allegation leveled against the ANYA/IMWA president by Nyishi Youth Welfare Association (NYWA) is false, baseless and without any iota of truth.
The ANYA/IMWA president had neither forced the shopkeepers to open shop nor applied might to break shutter, ANYA claimed. It stated that the allegation was an attempt to tarnish the image of its president.

6 shops gutted in fire at Changlang
CHANGLANG, Dec 15: Atleast six shops were gutted and properties worth lakhs of rupees lost in a devastating fire at Changlang market yesterday.
The fire also caused partial damage to ‘Das Grocery store”, the largest shop of Changlang township.
It took the public, civil police, CRPF and Assam Rifles personnel nearly an hour to douse the fire..
There was no report of serious injury or death. The cause of the fire is not yet known.
All affected persons were given immediate relief by District Administration.

He informed the gathering that out of 148 consumer cases registered so far in the District Consumer Forum 147 have been disposed off. He urged the consumers to come up with specific complaints not only against the supplier of goods but also against service providers like Postal department, BSNL, insurance company etc.
While specifically addressing the trading community, the Parliamentary Secretary informed that this awareness campaign was not against the traders but to safeguard the interests of all, including them who are also consumers as well. While dwelling on sale of LPG, cement etc., he emphasised on installing weighing machines at the sale premises to the satisfaction of the consumers.
G. K. Paul Chowdhuty, in charge Deputy Commissioner gave emphasis on better interactions between the department and the consumers and requested for organising such consumer awareness campaign at various places of the district.
Earlier, the Deputy Controller, Tezu requested all to avail the benefits provided under Consumer Protection Act, 1986 and come forward to lodge their complaints in appropriate forum for redressal of their grievances.

Awareness prog on Rural Drinking Water Scheme
TEZU: Dec. 15: Directorate of Field Publicity (DFP), Tezu Unit yesterday organized the 3rd phase of its Special Awareness Programm on “Rural Drinking Water Scheme” (RDWS) at Govt. Higher Secondary School, Mahadevpur of Lohit district.

More than 800 students, teaching community and villagers were present in the awareness programme.

The first and second phase of the awareness campaign were organized in November last at Mekeliang village and Govt. Middle School, Danglat of Lohit.

Govt takes urgent decisions on Bana Bridge
ITANAGAR, Dec 15: Chief Minister Nabam Tuki has taken serious note of the report submitted by the East Kameng district administration on the precarious condition of the suspension bridge over Bichom River in Bana, on way to district headquarters Seppa in the district.
The bridge, as per the report, has become weak due to years of wear and tear and is in poor condition for loaded vehicles to ply over it. Following a directions of the chief minister, an emergency meeting was held under the chairmanship of PWD, Finance and Planning Minister Chowna Mein in presence of local MLAs of the district that resolved to build a temporary bridge over Bichom by BRO for crossing heavy and loaded vehicles till the onset of next monsoon. The temporary bridge is supposed to be completed within one month.
Meanwhile, the Government will take technical support of the original builder of the Bailey suspension bridge for construction of a new bridge over the river. Taking note of the urgent need of the bridge, Mein has directed for its completion before the onset of the monsoon.

personnel on either side of the old bridge so that no loaded vehicle is allowed to

ANSU expresses concern over ‘misuse’ of RTE
ITANAGAR, Dec 15: All Nyishi Students’ Union (ANSU) has expressed strong reservation over some of the provision under Right To Education (RTE) Act implemented by government of India.
“ANSU believes that of all, two provisions of RTE Act are especially not good for the cause of Arunachalee students. As per RTE, from class I to class 8, no students can be detained or failed and they have to be promoted at any cost. Also, no students can be given any physical punishment. These two provisions are creating hurdles for teachers of interior Arunachal, ANSU general secretary Arjun Panye said in a release.
He stated that these two provisions could be quite easily misused in Arunachal.
“During my recent visit to few interior areas of Nyishi dominated district, I spoke to many teachers and they told me that these two provisions of RTE have become stumbling block for them. It seems student who is well aware that they will not be failed under RTE are not studying hard and are simply wasting time in school,” said Panye. He also told cases of misbehave by student towards teachers after the implementation of RTE.

ANSU also appealed to the state government to release salaries of SSA teachers on monthly basis so that they are inspired to put in more efforts.

Tai, Khampti, Singpho students, youth leaders call on Governor
ITANAGAR, Dec 15: The members of Tai Khampti Singpho students’ body and youth leaders of Namsai area of Lohit district called on Governor General (Retd.) J.J. Singh at Raj Bhavan here today.

Come clean, AAPSU urges Public Service Commission
ITANAGAR, Dec 15: All Arunachal Pradesh Students’ Union (AAPSU) has expressed serious concern over controversy brewing out of AE (civil) examination conducted by Arunachal Pradesh Public Service Commission in June this year.
In a release, AAPSU president Takam Tatung called on Commission to clarify everything so that sanctity of the institution is maintained.
“Public Service Commission institution is like Mecca for those students who work hard to achieve their desired goals in life. The institution is above any individual and it is sad to see it getting into controversy. We appeal Commission to get their acts together and come out in public to tell people the truth behind this raging controversy,” stated Tatung.
He added: “If the Commission do not clarify, the student community will look at them with suspicion and henceforth, people will suspect all the coming examinations conducted by it. The respected institution like APPSC should become role model for every hardworking student.”
Lower Siang dist. by next assembly session: Tuki assures GSU
ITANAGAR, Dec 15: The members of Galo Students' Union (GSU) today met Chief Minister Nabam Tuki and submitted memorandum seeking his urgent attention regarding its various demands including early creation of Lower Siang district by bifurcating East and West Siang districts with it’s headquarter in the foothill areas.
Though the state Govt passed order to create Lower Siang and Longding districts the creation of Lower Siang district remained pending.
GSU claimed that this is putting the people of the concerned area in chaos and bewilderment.
While reacting to this demand, the CM promised to clear provision for creation of Lower Siang district in next assembly session, GSU claimed. Regarding the demand for up gradation of District Hospital Aalo to General Hospital, Tuki promised to look into the matter with top priority considering its importance.

Yuva Kriti and State Level Cultural Festival conclude
ITANAGAR, Dec 15: The three days Yuva Kriti and State Level Cultural Festival organized by Nehru Yuva Kendra Sangthan, Itanagar concluded here today.
Altogether, 150 participants from West Siang, Upper Subansiri, Lower Subansiri, Lohit and Papum Pare district NYK units participated in the exhibition and cultural programme.
Textile and Handicrafts Director Koda Ruja and Arunachal Seva Sangh Secretary Vishal Nath Rai attended the valedictory programme.

Infrastructure key to exports growth
Dear Editor,
This is in response to the news item under heading ‘EXIM Bank officials meet CS to explore export potential’ published in your daily on December 11.
The EXIM Bank has agreed to provide business friendly schemes (read incentives/interventions) for promoting exports from the state. But then, what the state government is doing regarding the basic infrastructures required by the farmers and entrepreneurs such as cold storage chains, logistical support and auction market to bring in the produce. Without these basic building blocks, the "Schemes" will yield nothing.
Imagine consignment of oranges coming from Hawai (in Anjaw dist.) and there is a landslide, so no produce can be supplied downstream. No all weather roads, no cold storage chains are there. The same holds good for the orchids of Bomdila. Moreover, will the farmer get his due in the absence of any auction centre.
So, actually the state needs to focus on the infrastructural development of the state (rural in particular) and then ask for incentives and schemes, without which both farmers and the businessmen are on the losing side.

Coupling power upon power is of no use
Dear Editor,
Since the inception of Nabam Tuki as the CM of the state lots of programmes and policies seems to be coming. CM's initiative of forming a committee headed by state Chief Secretary to compile the grievances and suggestions of all the Deputy Commissioners (DCs) and Superintendents of Police (SPs) and forward recommendations to the government for further action is worthy. But with every duty comes responsibility and accountability. I personally feel in the process of strengthening the administration the good office of CM must not forget that justice is yet to be done to the people of the state in cases like Daporijo MMS scandal, Roing police firing incident and many more which also need to be highlighted. Coupling power upon power is of no use when they don't upkeep the faith in their administration by exhibiting exemplary outcomes.

Electrical Graduates deserves more

Through the columns of your esteemed daily I would like to draw the kind attention of unemployed diploma/graduate Electrical Engineers over the Recruitment Rules (RR) of Department of Power, Government of Arunachal Pradesh.
Department of Power is the only department where we have the 100% right to claim all the vacant engineering posts through the open interviews. But, it has been learnt in recent past that some unscrupulous politicians and high level government officers with their vested interests changed the Recruitment Rules of Department of Power. They introduced the reservation system & divided the reservation quotas for vacant engineering posts into 60 %( Electrical), 30 %( Mechanical) & 10 %( E&T/CE) which was injustice done to the unemployed Electrical Engineers of AP. They claimed it as an act of Sympathy to unemployed Mech./E&T/CE engineers.
The engineering syllabuses & practicals of Mechanical and Electronics & Telecomunication /Computer Engg. have no relevance to Electrical Engg. syllabuses/practicals. Hence, they are not the competent engineers to be recruited in Power department no matter how much intelligent they are in their field of study. No offence to anyone. Regarding the fight for fresh recruitment in the department, I witnessed only unemployed Electrical Engineers fighting tooth & nail against the Government. Who take the advantages of it?

Dear Editor,
These days Nyishi Elite Society (NES) seem to be making headline of every local dailies. After closely watching their activities, I have come to the conclusion that they are truly ‘elite’ in nature. They are carrying out high profile campaign against high profile newspaper like Times of India. They took up cudgel against office of former chief minister which was a high voltage campaign too. NES people only have meeting with chief ministers, home ministers. Hardly we have heard them meeting ordinary Nyishi people. Oh, yes I remember there was dignity rally at IG Park where also NES leaders were sitting in dais and rest were on ground. Nyishi people of Tarasso circle is being tortured by Assam officials but NES do not have time for them. May be Tarasso people are too poor to be concern of NES. An advocate from Nyishi community was badly beaten up for carrying out his profession but again NES kept silent and reason could be that victim advocate comes from poor family. All the above acts confirm that NES really stands for elitism. The poor Nyishi like us wishes our elite brothers and sisters all the best for their future elite activities.

Shattered faith
Dear Editor,
We are quite shocked and acrimonious at the way APPSC handled the recruitment of A.E. I had my faith and respect for APPSC, thinking that even poor students can succeed through hard work in APPSC. But this time, even a little bit of faith that was left inside me was shattered. Thanks to "The Arunachal Times" who opened our eyes.
When a department like APPSC took 6 long months to declare the result of 509 candidates, it is disappointing to know at the end that the answer papers were evaluated quite irresponsibly and unfairly, in which papers of some deserving candidates might have left unchecked. I appeal to all the candidates who did not get selected not to get disheartened but file RTI, because you could have been selected if your papers were evaluated fairly.
Looking at all the facts the integrity of APPSC is quite questionable and it is unequivocal that APPSC has failed to conduct the A.E. examination fairly this time.
So, I would like to appeal to the Commission to reconduct the written examination for A.E.
Revaluation alone would still leave some doubt in our mind.

What about those who qualified?
Dear Editor,
On 14th December morning, I was on the way to appear viva-
On the way I was astonished to see interview postponed as I read the newspaper. When I reached Commissions office to enquire about the matter, to my utter surprise a group of angry written disqualified candidates standing in front of commission office was questioning the competency of commission and the pressurizing the authority to conduct fresh examination because the checking of answer sheets was not properly done, as revealed by the R.T.I. Act filed by some disqualified candidate.
When I asked the authorities that I also want to file R.T.I. to see my answer sheet whether any of my answers are under marked or left unchecked as done to some candidate, I was denied saying qualified candidates answer sheets will not be shown in any case.
But here my question to concern authority is that disqualified candidates will see
their papers and claim whatever they have to get, and will enhance their marks, but
what about qualified candidate whether their answer sheets will be re-

Place fire tender
Dear Editor,
It was very shocking and sad to hear that a devastating fire broke out on 10/12/2011 at Paraline Hapoli town were 39 houses were gutted down.
In cold place like Ziro, fire is very essential for households but sometimes fire accidents take place. However, if such fire accident occur frequently, it will be very difficult for us. So everyone should take proper care and precautionary measures to avoid similar incidents in future too.
Since my childhood in Ziro, I have witnessed many fire incidents every year. During such fire incidents single fire brigade in a rickety condition was pressed in service. Most of the time, it was unable to control the fire and sometimes it could not reach on time. At that situation citizens from different villages and Ziro town came to help themselves and extinguish the fire with whatever equipments.
Now after last incident in Paraline, it has come to notice that there is no sufficient fire tenders in Ziro town, headquater of Lower Subansiri district.
Lastly i request the concern Department, district administrative and local MLA to provide sufficient fire tender in old Ziro and Hapoli town.

Nearly 4.5 lakh people living with HIV in India, including 26,238 children, have received free Anti Retroviral Treatment (ART) at around 1,000 ART centres and Link ART Centres.
The universal access to second line ART in a phased manner and launch of infant and child diagnosis were some of the newer initiatives launched to combat AIDS by the NACP.
Now it remains to be seen how far the law will go in combating massive discrimination against HIV Positive people. It is unlikely that the passing the law alone would bring in any changes unless there is awareness at all levels.
